Lilly is a skilled and experienced business operations, education and training professional with over 20 years’ experience in Vocational Education & Training and Higher Education sectors.

Lilly has a diverse background in TAFE, Higher Education and the private RTO sector. From delivering a leadership program at the Shanghai University in China to a department manager for a leading TAFE In Victoria and general manager for national RTO’s, Lilly has worked tirelessly to establish and maintain educational partnerships within the community and industry both nationally and internationally. Lilly has led projects in resource development and best practice projects in customer service, student engagement and retention, and is passionate about the continuous professional development of leadership teams, trainers and assessors.

Lilly has extensive experience with RTO Management, Operation and Compliance and has led many internal audits for RTO’s as well as audits conducted by ASQA and the VRQA. Lilly has managed funded and commercial contracts in all States and Territories, with extensive experience in the overall management of all aspects of the Skills VIC Funding contracts for four RTO’s in Victoria.

Lilly is a specialist in leading design teams to produce innovative learning resources and compliant assessment tools. She has extensive experience in developing resources across numerous AQF levels and Training Packages.

Quality & Compliance Manager

Steven Morrissey is one of Australia’s leading compliance and regulatory experts in Australia’s Vocational Education and Training (VET) sector.

Steven’s career history is characterised by his skills in audit, investigation and risk management. As a specialist in VET compliance he has provided Audits and investigations for the VET regulatory authority, ASQA and assisted countless VET providers to meet the Standards for RTOs.

During his employment with ASQA, Steve conducted over 100 quality and compliance audits, several criminal investigations, and delivered extensive training sessions to all regulatory operations personnel at three separate national moderation conferences. While at ASQA, his knowledge of the VET Quality Framework was so well regarded that Steve was asked to provide training to all non-regulatory operations personnel on the implementation of the Standards for Registered Training Organisations (RTOs) 2015 and managed the implementation of specialised “government investigations training” for regulatory operations personnel to undertake criminal investigations.

As Manager of Regulatory Operations in the Melbourne Office, he was selected by the Commissioner of Regulatory Operations to manage the pilot program for the regulation of offshore delivery of Australian VET providers in China. This project was the first of its kind conducted by an education regulator within Australia and involved the onsite audit of several Australian TAFE institutes operating in mainland China.

Since leaving ASQA, Steven has been very successful in assisting a range of Registered Training Organisations (RTOs) including very large providers in meeting compliance with re-registrations, CRICOS registrations, initial RTO registrations, implementing new compliant quality management systems, assessment validations and rectifying the shortcomings in assessment practices. Due to the quality of information he has provided, Audits have regularly not been required due to the quality of the information Steven has provided the ASQA which are based on his outstanding understanding of the requirements of the quality framework.

As National Compliance and Quality Manager for Edutemps he has consistently provided leadership on large compliance projects that are time critical with multiple stakeholders to meet compliance requirements.

Due to his success and his balanced approach to compliance, his recommendations and guidance are highly valued and sought within the VET sector to ensure compliance with the Standards for RTOs.

Andrew Stuart brings 25 years of management and leadership experience in a range of enterprises and projects.  Andrew has worked in the financial services industry with national and multi-national firms including Aetna Life, Commonwealth Bank and FAI Life and established thriving businesses in graphic design, printing, education and recruitment.   Andrew discovered a passion for education in 2009 as General Manager at a nationally registered training organisation (RTO) and since 2011 has expressed this as co-founder of the highly successful Edutemps.  Edutemps is a leading multi-layered education services consultancy providing VET compliance, learning resource and assessment development, education recruitment and advice to a client base which includes Australia’s major Universties, TAFEs and private RTOs.

Attracting and leading talented staff, Andrew’s success comes from his commitment to excellence in customer service, innovation in approaches to service design and delivery, efficient and cost- effective processes and engagement in developments and advances in education.

At Edutemps, Andrew has successfully led teams to provide internal audits for Standards for RTOs, additions to scope, funding audits for state governments, CRICOS registrations, increasing student capacity and large-scale learning resource development projects. His guidance is sought by education providers on RTO operations, compliance and acquisitions and sale of RTOs.  

Andrew’s extensive knowledge of vocational education, his ability as a leader and manager established over many years and his success with leading education providers has been applied  to break new ground in developing services and solutions to fit both simple and sophisticated needs of education clients, both large and small.
